IN reply to your inquiry in your wire of the 7th June, Agreement will be made with Viceroy, Hankow, under authority of Imperial Edict, bonds sealed by Chinese Minister, London, Paris. We suggest describe in prospectus as Chinese Imperial Government Loan for Hupeh Yang-tsze Provinces, provincial public works authorized by Imperial Edict, and unconditionally guaranteed by Imperial Chinese Government,

British Consul, Hankow, requests E. G. Hillier proceed to Hankow immediately.
